Khalaf Khalafov was born on September 21, 1959 in Armenia.
In 1977-1982, he studied in Kiev State University.
In 1983-1990, he was the inspector – chief of division in the Ministry of Foreign Affairs of Azerbaijan Republic.
In 1990-1991, he studied in Diplomatic Academy of the Ministry of Foreign Affairs of USSR.
In 1991-1992, he worked in the position of the 2nd secretary of the consulate office of the Ministry of Foreign Affairs of Azerbaijan. In 1992-1997, he was the chief of Contract-Law department of the Ministry of Foreign Affairs of Azerbaijan.
He is deputy Minister of Foreign Affairs of Azerbaijan since 1997.
He was awarded with the order of “Great Officer” for the services he provided in development of relations of both countries by the decree of the president of Poland in 2009.
He knows German and Russian languages.
Married. Has 2 children.
