The speaker noted that, as a sovereign state, the Republic of Azerbaijan is developing and implementing a national security policy aimed at maintaining and eliminating threats in the existing security environment, as well as securing the national interests of the country, using the domestic and foreign policy tools. The national security policy of the Republic of Azerbaijan takes into consideration the different dimensions of the threats, covering the existing lines and requiring adequate multifunctional measures between the foreign and internal security.
The speaker said that in the summer of 1993, the situation in the socio-political life of Azerbaijan began to change. After the return of the great leader Heydar Aliyev to the political power, the foundation of fundamental reforms in our country was laid. Heydar Aliyev prefers diplomatic means to define independent Azerbaijan's foreign policy strategy. The basis of the "balanced foreign policy course" that everyone speaks about today is set by the national leader. Experience of the past years has shown that the national leader's policy course meets all the requirements of the time and today this policy is increasingly strengthening our country's position in the international arena. The nationwide leader suggested establishing equal relations as an important task. The geopolitical meaning of this thesis is deep. The focus is on ensuring and maintaining the independence of Azerbaijan. It meant that Azerbaijan would maintain its independence and make it permanent. The Great Leader strongly stated that one of the attributes of Azerbaijan's independence was foreign policy: "Azerbaijan must have a solid foreign policy, a well-planned foreign policy, and a far-sighted foreign policy. There must be foreign policy to link Azerbaijan to the world community, to ensure Azerbaijan's relationship with all states, to ensure Azerbaijan's interests and to promote Azerbaijan as a de facto independent state on a global scale. "
President Ilham Aliyev, successfully completing the foreign policy course of national leader Heydar Aliyev, has developed relations with the leading states and international organizations that have a political and economic view of the world with a high degree of diplomatic talent. As a result of the successful foreign policy implemented in recent years, Azerbaijan has become an independent state not only in the region, but also in the world community. As a result of this policy, Azerbaijan has been elected a non-permanent member of the UN Security Council by receiving support from 155 countries around the world. Azerbaijan took an active part in discussions and decisions at various levels on the most pressing issues on the international agenda on the establishment of peace and security in the world during the biennium of the United Nations Security Council 2012-2013 and the development of intercivilizational and intercultural dialogue. During these two years, Azerbaijan chaired the Security Council two times - in May 2012 and in October 2013, and held discussions on a number of important issues, including top-level events.
Azerbaijan is considered as a key geopolitical location as the most promising partner in ensuring peace and security in the region. Our country is a major participant in all regional issues and, as President Ilham Aliyev noted, "no strategic project in the region can be realized without the consent of Azerbaijan."
